On one hand simple and unadorned, and on the other, appointed with many striking features, the City Council building in Alcorcón, Spain deserves a second look. The first characteristic that stands out is the elliptical design, which guarantees that the building is effortlessly embedded in the slightly hilly landscape. Coloured bands representing the entire spectrum of complementary colours stretch around the façade and enclose the cream-white, large-format vertically mounted ceramic panels. Despite the severity of the visible geometric shapes, the building above all radiates serenity.
The volume has different uses: multipurpose room, workshops in ground floor, restaurant and dance room in first floor and three floor underground parking. The central hall, like an atrium, is the nuclear center of all these activities.
New technologies have been used in this building to improve indoor thermal comfort conditions with an economical and rational use of energy, and bioclimatic approach plays an important role in the design. In this way the proposed atrium allows natural ventilation providing at the same time a high - quality leisure space. The air conditioned atrium works as insulating enclosures that serves to control indoor climate. The glass panels of the skylight can be opened automatically to create the desired chimney effect.
The sawtooth roof design makes it possible to install photovoltaic cells in the best orientation, the south, so to generate an annual amount of energy. Façades are designed with different solutions so that they adapt to their precise situation in order to resolve solar radiation. Different opening measures, types of glasses, west sun protection with shading blades and isolation material solutions are adapted to each particular façade condition.
The new Civic Center Viñagrande has become a landmark in the urban landscape, gathering inside many cultural activities, that welcome users to an exciting new environment of citizen participation.
