Construction of a 62-storey tower in London will utilise the foundations and basements of the previous unfinished development
The City of London’s Planning and Transportation Committee has resolved to grant planning permission for 22 Bishopsgate (22) in the City of London, UK. This marks a significant step forward in AXA Investment Managers - Real Assets’ (AXA IM – Real Assets) plans for a new building in the City which it intends to deliver with development partner Lipton Rogers.
AXA IM - Real Assets and Lipton Rogers intend to transform this important site in the City of London into a worldwide exemplar workspace, providing a working community that will support the London’s employment growth.
Construction of the 62-storey tower will utilise the foundations and basements of the previous unfinished development on the site, helping minimise disruption and allowing for an accelerated construction timetable upon receipt of full planning permission.

22 will be topped by the highest free-to-visit public space in London, which will have dedicated lifts and entrance.
The building’s flexible approach to space is coupled by a significant focus on both the wellbeing of its residents and reducing environmental impact by the use of the new WELL building standard. The building aims to set new standards in promoting cycling in line with emerging policies to inspire a modal change in transport. 22 will also be one of the first office buildings in London to use a consolidated delivery process to halve the total number of vehicle movements, as well as removing vehicles from the road network at peak pedestrian and commuter times.
The building will incorporate a substantial range of tenant amenities including restaurants, leisure space, auditorium, medical facilities with space for education and relaxation as the City’s first vertical village.
