Historic West Virginia School Building Transformed to Continue Serving Community
Riverview at Clendenin School is a mixed-use facility that provides 13,000 square feet of medical office space providing health care to rural West Virginia, as well as 18 units of affordable housing in a setting that allows independent senior citizens to age gracefully in place. This project, the adaptive re-use of a 1912 school building, is innovative both for its combination of the compatible uses of healthcare and affordable senior housing, and the resourceful assembly of funding sources which allowed the vision of this development to be realized.
Amid the economic adversity of the US financial crisis in 2009, with the well of syndicators offering tax credit equity running dry, the Neighborhood Stabilization Program, (NSP) announced under the Federal Housing and Economic Recovery Act of 2008 (HERA) offered a solution. AU Associates partnered with the non-profit Cabin Creek Health Systems, a relationship that allowed not only the unique combination of uses in the project, but also made the partnership eligible for United States Department of Agriculture Rural Development funds and Department of Health and Human Services Medical Stimulus funds. The project was also awarded Rural Business Enterprise funds and Historic Rehabilitation tax credits. Combining these disparate funding sources for the first time, Riverview at Clendenin School maximized the leverage of the community and its funding dollars.
Riverview at Clendenin is a project which embodies sustainable development. The preservation of this local landmark, along with the skilled labor required in the building’s restoration and in staffing the medical center, has contributed to the economic vitality of the community. Furthermore, the social impact of affordable housing and accessible healthcare cannot be overstated. The historic Clendenin School building has evolved to continue serving the needs of the community, the continuing vitality of its senior residents echoing that of the building itself.
