HKS design new money and energy saving headquarters for Department of Defense

The new multi-story Department of Defense (DoD) administrative office complex is the Army Corps' first project of this size working for Leadership in Energy and Environmental Design (LEED) Gold Building certification and the only one in the region that is designed to save 30 percent of the energy of a traditional complex and save taxpayers millions.

The complex will be home to multiple DoD agencies that are currently occupying leased space throughout the national capital region and will also include the Washington Headquarters Services, the BRAC executive agent for these DoD customers. The project implements the 2005 Base Closure and Realignment Commission Recommendation #133 and when completed in September 2011 will become a part of Fort Belvoir.

The new 1.7m sq ft facility, designed by HKS Architects, sits on a 16-acre campus and when construction is completed will be comprised of two multi-story towers - 15 stories and 17 stories, two parking garages, a visitor centre, remote inspection facility and a public transportation center that will service the Mark Center and surrounding community.

"Originally our goal was to make part of the complex certified LEED Silver and another part certified LEED Gold,” said Joanne Hensley, chief, project development, BRAC 133 Project, New York District, U.S. Army Corps of Engineers. “We reviewed our original design plans and realized we were only shy one point from having the entire complex be certified LEED Gold, so we are shooting for LEED Gold for the whole complex."

According to Jeff Vandersall, AIA, LEED AP, principal with HKS, Inc.: "To achieve LEED Gold, every aspect of the project is being considered for a sustainable solution - from conceptual design and documentation through the construction and into tenant building occupation. Cutting-edge strategies in environmentally sustainable design solutions and construction methodology are employed to ensure water savings, energy efficiency, indoor environmental quality and a sustainable site design. It's all about providing the most sustainable environment within the project constraints."
