FOR
Top architects: Norman Foster, Richard Rogers, Cesar Pelli, Eugene Kohn and Frank Gehry.

AGAINST
English Heritage, Unesco, ex RIBA president George Ferguson, London’s influential Sunday Times architecture critic Hugh Pearman.

The scheme is currently under public enquiry.
