Appeal to Brighton & Hove City Council achieves planning permission for ABIR Architects' residential development 


Brighton & Hove City Council has overturned its original decision refusing planning permission to a 2,200 sq m residential development on a 9,800 sq m plot near the South Downs (UK). Designed by ABIR Architects, the proposal transforms a dilapidated bungalow and cluster of disused outbuildings into a new residential community with 5 detached houses and a 58-bedroom care home.

The approved design for the detached homes meets Level 5 of the Code for Sustainable Homes and Lifetime Homes and the concept for the care home follows the principals of the recommendations contained within The Housing our Ageing Population Panel for Innovation (HAPPI). The latter considers: improving quality of life for the ageing population; challenging the perception of specialised housing for the elderly; raising the aspirations of older people; and spreading awareness of innovative design in the residential sector.

Intrinsic to the proposal is a close relationship with the existing landscape. The Brighton & Hove area is rich in scenic viewpoints, situated between the English Channel and the rolling South Downs. ABIR Architects has arranged the 5 four-bedroom houses on the southwestern edge to take in views towards the Channel and each of the properties benefits from a private garden and entertainment spaces such as a south-facing courtyard and first floor terrace. Generous living areas are provided throughout.

The 58-bedroom care home has been devised as a series of low buildings clustered around two larger barn-style buildings, inspired by the traditional farmstead arrangement. These main buildings contain the reception, accommodation for staff, the main entrance and various social spaces while smaller volumes offer individual residential units. The aim is to create a development with a community feel and individual units arranged in clusters to retain a human scale. ABIR Architects has also incorporated a plethora of communal and private outdoor spaces for use by residents of the care home in the form of balconies, courtyards and gardens.
