Atkins and AVIC Joy Air Holdings Limited announce £5bn development in Fuzhou

Atkins and AVIC Joy Air Holdings Limited have formed a strategic partnership to create an extensive development in the capital of Fujian Province, Fuzhou. The Chinese city is located at the mouth of the Min River overlooking the strait to Taiwan and has established itself as an industry hub for machinery companies.

During a UK trade delegation to China last week, Prime Minister David Cameron and Minister Designate for UK Trade & Investment Lord Livingston oversaw the signing of the strategic framework cooperation agreement between Atkins and AVIC Joy Air Holdings Limited. Full investment in the project is estimated at £5bn, following initial funding of £1.5bn.

The proposed development - considered a new town by Atkins - will begin onsite in early 2014, providing over 6 million sq m of commercial, residential, hotel, office, and research & development space for Fuzhou, with housing for 110,000 residents.

Plans by Atkins and AVIC Joy Air Holdings Limited also incorporate a large industrial park for aviation-related activities and associated infrastructure including a 10km tunnel and an expressway connecting to Fuzhou city.

Mr Ji, President of AVIC Joy Air Holdings Ltd, said: “We finally selected Atkins because of their track record in masterplans that are innovative, practical and cost-effective. They fully understand our business and therefore are able to produce a design solution that is both technically excellent and commercially viable.

“At the same time, they are well versed with the industry requirements and can navigate through the various stages of the approval process. We found the team to be extremely responsible, dedicated and refreshing, and we feel comfortable in offering them more work in the future.”
