RTKL & Kling Stubbins set new standard for sustainability in government buildings 

The National Geospatial-Intelligence Agency (NGA) is the nation’s primary source of geospatial-intelligence for the Department of Defense and the U.S. Intelligence Community. NGA provides geospatial-intelligence for the purposes of U.S. national security, defense and disaster relief. The act of NGA observing the earth’s surface from above was the guiding principle for the building design.

The new Campus East (NCE) consolidates six Washington-area sites in a new 2.4M square foot facility that accommodates 8,500 professionals. In plan, the Main Office Building is comprised of two curved, overlapping bars defining a large central atrium and elliptical auditorium. NCE is the largest LEED Gold certified federal building in the world, a reflection of the innovative and sustainable design features incorporated into the design. Its subtly curving high-performance exterior wall system is composed of 1,707 trapezoidal windows, encapsulated by a locally precast concrete panel system that is fully sealed from the interior with spray-foam insulation. A chilled beam HVAC system was used throughout as the building's primary heating and cooling method.

The interior is characterised by a large, transparent interior atrium space with a high-performance ETFE roof. NCE incorporates extensive Storm water Management Plan and Transportation Management Plans, saving more than 8 million gallons of water per year and removing nearly 3,500 cars from the roads every day. Overall, the energy savings for the project is equivalent to powering more than 12,000 homes.

NCE has been thoroughly recognised as an evolution of its building typology in the United States; obtaining the USGBC Project of the Year Award, an AIA Honor Award for Excellence in Design – Maryland Chapter, and 16 additional prestigious industry awards to date. From its early inception, the project was orientated towards a high-performance design that balanced sustainability and aesthetics, which it has clearly successfully achieved.
