how sad this project is! enough of silos! Creativity comes out of going further out of "natural frontiers", I believe.

OMA wins first round of Moscow City Agglomeration Development Competition

Plans to increase the city of Moscow to 2.4 times its existing size took a big step forward this week as the ten shortlisted teams flew to Russia to meet with the Russian Federation Council and present their design concepts. A consortium of OMA, AMO, Strelka Institute for Media, Architecture and Design, Project Meganom and Siemens rated highest for their proposal, which suggests the creation of logistical hubs outside Moscow’s current city limits linked by a high-speed rail network.

For the first round of the competition, focused on a plan for the Moscow Agglomeration as a whole, OMA proposed a joint framework for the development of Moscow and the Moscow Oblast, under which the administrative border and political mandate could address the entirety of the Agglomeration.

OMA proposed logistical hubs outside Moscow’s current boundaries which would be linked to the City and the Oblast through high-speed rail, integrating all forms of infrastructure: transport, broadband, industry, and energy provisions. The proposal also suggested that the development would not rely solely on government funding, but could introduce a public/private mix.

The 148,000 hectare expansion project is intended to relieve pressure on the city centre which currently experiences intense congestion issues. These traffic and population density problems have caused transport, ecological and social concerns which led the Council to invite multidisciplinary teams to propose intelligent design solutions. WAN has been informed that the winner may not be an existing consortium but a new group created by the Moscow authorities from the shortlisted practices and organisations.
