Mendoj qe qendra e Tiranes eshte tejngopur me ndertime dhe vazhdon te ndertohet me tej per faktin e thjeshte qe cmimi i godinave aty eshte me i shtrenjte.Dhe gjithe fuqia ,paraja, luksi eshte perqendruar aty duke e lene pjesen tjeter periferike te Tiranes ne meshire.Me pak fjale per nje grup njerezish te "privilegjuar" Tirana eshte vetem "blloku".Nqs i duhet Tiranes nje parlament i ri mendoj qe ka shume hapesira te tjera dhe vende te tjera ku mund te ndertohet per tu dhene nje ridimensionim te ri ketyre zonave te lena ne heshtje.Do te propozoja Kamzen eshte nje zone urbane goxha e ndertuar qe ka nevoje te dimensionohet.Nje godine e ketij rangu dhe karakteri do tja ndryshonte komplet faqen dhe prezantimin.

This projectThis project , in its almost total abstraction and overpowering power, dominating the people it represents, could be regarded as another manifestation of the State dominating the populace, rather than serving them.
The curvilinear lines and forms could suggest the meridians and lines of latitude of the globe itself.

But the superhuman scale of the staircase and the confused abstract forms of the structure, mounted on its superhuman scale columns, looks oppressive. Is this really a buildiing symbolizing democratic institutions, where the the members of the legislature and their administraive counterparts, the civil servants, are the servants of the public and not vice versa.

One side of the medal has to do with the question "why a new parliament should be build in such a limited space, thus tightening the City heart so hard?!" Tirana needs to breath and this was a chance to give it a new urban liberation. On the other side, this architecture does not seem very democratic, as its silhouette raises as a pyramid, however abstract and not a classic "keopsian" one it might be. With all due respect, it seems that a new "democratic" pyramid will replace the "communist"one.
Albanian politicians are playing very sarcastically with pseudo architectural competitions to create a spectacular image of themselves. They are the same that have conducted the urban massacre of the territory in country.

Arkitektura e Parlamentit te ri Shqiptar duket mjaf moderne dhe impresionante megjithate une mendoj se eshte per te ardhur keq se sa leke do shpenzohen ne kete projekt kur ne Shqiperi ka probleme me te rendesisme per te investuar sikurse spitale, shkolla, infrastruktura rrugore permiresimi i kushteve te pensionisteve etj... Kush do ti paguaj keto leke taxapaguesit? Une mendoj qe ky projekt duhet te realizohet kur te ket mireqenie dhe jeta e Shqiptarve te kete standarte te larta. Ky eshte nje Project Ambicioz me ane positive dhe negative.
Shpresoj qe te investohet me te njejten vlere sikurse ky project edhe ne permiresimin e jeteses ne Shqiperi.

The interior core of this building creates a wonderful atrium space. However, the exterior form looks like someone with their pants hiked up, especially in this photo. It's a bit disappointing especially since their interior spaces look so wonderful.

Symbolism and representation of values key in design for The Open Parliament of Albania 


Coop Himmelblau’s freshly presented concept design for The Open Parliament of Albania is readily focused on symbolic representations. On a wider scale, the basic design looks to incorporate ‘fundamental democratic values such as openness, transparency and public co-determination’, whilst on a more detailed level the central Parliament’s Chamber is arranged so that the public viewing gallery is located above the elected assembly members in order to reflect ‘a basic democratic principle’. This Chamber also stands as the physical and metaphorical centre of the building ensemble.

The reinforced concrete structure is separated into two clear portions; an above-grade unit over two floors with a three-level parking block and basement floor; and a distinctive 5-floor office tower elevated on four cores above the base. At approximately 12,500 sq m per level, the dominating designs suggest that Coop Himmelblau is close to achieving its original goal: “To provide a strong urban statement in this exposed part of Tirana’s urban fabric.”

A public courtyard forms the centrepiece of this brave concept, with offices flanking it on all sides. This open forum and park creates a distinct barrier between the parliament and the facilities for the Prime Minister, with a public staircase leading from the forum onto the beautifully landscaped roof. On entering the building, visitors are greeted by an enormous glazed cone – a representation of the ‘transparency of the legislation’ – which functions as a parliamentary hall. Also at entrance level are open flexible spaces to be utilised for various functional purposes, such as meeting rooms, bureau of the parliament, generous reception areas and a large additional function room.

Above this mass of practical spaces are restaurants and dining facilities for use by MPs and staff, a library and archive centre, multiple venues for international conferences and additional areas for press conferences. The exterior of the nearby office building is wrapped in a second skin of perforated steel which aims to enhance building performance by optimising natural daylighting, providing inspiring views, offering glare protection and lowering noise pollution.
